Morgan retires after 10 years as City of Round Rock Chief Financial Officer

Round Rock Chief Financial Officer Susan Morgan is retiring after a distinguished career in government finance, including 10 years of service to the City of Round Rock.

Morgan has played a pivotal role in ensuring the City’s financial strength and stability, overseeing key areas such as budgeting, accounting, financial reporting, treasury management, municipal court, purchasing and utility billing. Her leadership has been instrumental in guiding the City through a decade of growth, strategic investments and long-term financial planning.

Before joining Round Rock in 2015, Morgan served as Finance Director for the City of Georgetown and held leadership roles at the Brazos River Authority, the Texas Water Development Board and HDR Engineering. A Certified Public Accountant with a degree in accounting from Texas Tech University, Morgan has also been an active leader in the Government Finance Officers Association of Texas (GFOAT) and the Comptroller’s Property Tax Forms Committee.

Under Morgan’s leadership, the City of Round Rock became one of only eight cities in the state to have earned all possible transparency stars from the Texas Comptroller’s Office, and achieved top bond ratings resulting in savings to Round Rock’s taxpayers.

“Susan’s expertise, dedication and steady leadership have been invaluable to the City of Round Rock,” said City Manager Brooks Bennett. “Her contributions have positioned us well for continued financial strength, and we are incredibly grateful for her service.”

“Getting to be part of this amazing organization and this amazing community is the highest honor of my professional career,” Morgan said.

Morgan and her husband, David, plan to enjoy retirement by spending more time with family and traveling.

At its regularly scheduled meeting on Thursday, Feb. 13, the Round Rock City Council thanked Morgan for her experience and welcomed Kevin Klosterboer as her replacement. Klosterboer, who most recently served as City of Cedar Park’s Director of Finance, became the City’s new Chief Financial Officer, effective Monday, Feb. 10.

The move is a homecoming of sorts for Klosterboer, having previously served as Budget Manager for the City of Round Rock before moving to the City of Cedar Park, where he held roles as Assistant Finance Director before being promoted to Director of the department in January 2023.

A Central Texas native, Klosterboer holds a Master of Public Administration from the University of Kentucky and a double major in Political Science and Biology from Knox College. His career in local government finance began through the ICMA Local Government Management Fellowship program, with early roles in Georgia municipalities before returning to Texas.

“We are thrilled to welcome Kevin back to Round Rock,” said Bennett. “His deep understanding of municipal finance and his previous experience with our City’s budgeting process make him an outstanding choice to lead our financial operations into the future.”

Klosterboer will oversee the City’s financial operations, continuing Round Rock’s commitment to fiscal responsibility and strategic growth.
