Updated information was released by the City on Wednesday, March 18.

Round Rock Mayor Craig Morgan announced Monday, March 16, the City is taking a series of preventative measures due to the spread of Coronavirus (COVID-19) in Central Texas. 

“We believe the changes we are taking today strike the difficult balance between maintaining basic operations while lessening the likelihood of spreading the Coronavirus,” Mayor Morgan said. “As the coronavirus pandemic continues to evolve, I want our citizens to know we take this public health threat seriously and are taking appropriate actions. 

“This is an emerging, rapidly evolving situation and we will remain vigilant as we deal with this challenging issue. Please continue to do what you can to keep yourself and your family healthy, and we’ll do what we can do as your local government to help responsibly prevent the spread of infection.” 

Williamson County Judge Bill Gravell on Monday issued an order relating to mass gatherings and large events. Gravell’s action, along with Texas Gov. Greg Abbot’s March 13 disaster declaration, means the City can be reimbursed for expenses related to the Coronavirus (COVID-19) epidemic. 

Below are the closures and business practice changes being made with the understanding that further steps are likely if there is a confirmed local case: 

The Round Rock Public Library will close, effective Tuesday, March 17. The outside book drop remains open. 

The Allen R. Baca Center for Senior and Community Activities will close Wednesday, March 18, including congregate meal service. The two meal service providers that operate out of the Baca Center are making arrangements for alternative pickup or delivery for their clients. All programming at the facility has been canceled until further notice.

UPDATE: The Clay Madsen Recreation Center will also close on Wednesday, March 18.

UPDATE: The Round Rock Sports Center and Round Rock Multipurpose Complex will close on Wednesday, March 18.

UPDATE: UniverCity classes have been canceled until further notice.

UPDATE:

• All Parks and Recreation youth athletic leagues (volleyball and soccer), including practices and games, are suspended 
• The Youth Fishing Derby scheduled for March 21 has been canceled 
• Play for All Special Needs Egg Hunt Scheduled for April 4 at the Play for All Park has been canceled
• The Afterschool program, Preschool program, Instructional programs, Adaptive and Inclusive Recreation programs, Fitness and Wellness programs and Baca Center programs are all suspended until further notice
• Private rental reservations and special events occurring March 18-April 5 and expecting 50 or more guests will be canceled. This includes events scheduled at Rabb House or Park pavilions. Please call the Parks and Recreation office at 512-218-3214 from 8 a.m. to 5 p.m. for reservation inquiries.

All facilities are scheduled to reopen by Monday, April 6, if conditions warrant. 

The City is suspending disconnects for utility non-payment through April 6, though all bills will remain payable. The Utility Billing lobby at City Hall remains open, but the City is encouraging its utility customers to pay their bills online, over the phone or in one of our 24-hour deposit boxes. 

Regarding Municipal Court activity: 

• Initial Appearance docket on Thursday, March 19, will be rescheduled
• There will be a separate sign-in sheet outside the courtroom for individuals who wish to reset their date for a later court setting; they will not be penalized
• For defendants who call in, if they ask to be reset, the Court will reset the case, verify their address and mail a court setting notice, instead of requiring a written request
• Judge Alan McGraw has temporarily modified the standing order for payment plans, reducing the minimum payment in an effort to reduce the number of people appearing in court

All development meetings between staff and the public at the Planning and Development Services office will be reduced in size both internally and externally. The public is limited to bringing no more than two people to a meeting with staff. Office hours on March 18 and March 23 for the Round Rock 2030 Comprehensive Plan have been canceled.  

Due to advisories from local, state and federal agencies regarding Coronavirus (COVID-19), and in an effort to consider the health and safety of the public, the open house for the proposed University Boulevard road project on Tuesday, March 24 has been canceled until further notice. The Transportation Department is currently exploring other opportunities to seek public input on this project. Mayor Morgan said the City stands ready to issue a local disaster declaration in the event there are hyper-localized effects of the virus.
