City of Round Rock moves forward with expansion of public works facilities

Round Rock City Council voted on Sept. 12 to select a Construction Manager at Risk (CMAR) for the future expansion of the Bob Bennett Complex, which serves as a centralized campus for the City’s Public Works divisions and will expand to include the Community and Neighborhood Services and General Services Departments.

Phase 1 of the building was completed in 2019, consolidating administrative and operational functions for the Public Works Department, including Utilities and Environmental Services and Transportation divisions. The building was renamed in honor of former City Manager Bob Bennett in 2020. In May 2024, the City Council approved a contract with Jacobs Engineering Group Inc. for design of the additional phases of the complex.

The Master Plan for the complex, which is being reviewed this fall, has been updated by Jacobs to extend beyond the building’s initial 2035 long-term goals. The review process, scheduled from September through October, will involve Jacobs, Hensel Phelps, and all stakeholders from each department. The upcoming Phases 2, 3, and 4 will be implemented over the next five years, ensuring that all necessary departments are adequately housed and supported within the complex.

Phase 2: Public Works

Key elements of Phase 2, located on the eastern portion of the complex, include:

  • Expansion of the main building to support Transportation field staff and related operations.
  • Some expansion for Utilities and Environmental Services staff.
  • New buildings designed to centralize operations for Community and Neighborhood Services, currently operating out of Round Rock City Hall.

Construction for Phase 2 is expected to begin in June 2025 and continue through June 2026.

Phase 3: General Services Fleet Maintenance

Notable features of Phase 3, located on the west portion of the complex, include:

  • A new facility for General Services Fleet Maintenance equipped with advanced technology to ensure proper maintenance of all city vehicles, from light-duty vehicles to larger utility trucks.
  • Space for fleet maintenance operations to grow alongside the City’s expanding vehicle needs.

Construction for Phase 3 is expected to start in July 2026 and conclude by July 2028.

Phase 4: General Services Facility Maintenance, Building Construction, and Administration

Phase 4 will provide a dedicated space for:

  • Facility maintenance and building construction management to ensure all city infrastructure is well-maintained and updated as necessary.
  • Administrative offices centralizing management functions for the General Services Department.

Construction for Phase 4 is expected to begin in August 2028 and continue through August 2029.
