Round Rock Police Dept.: On the Cusp of Explosive Growth presented by Rick White. Over a five-year period in the early 1970s, Round Rock’s population had just doubled to nearly 6,000 folks. Dramatic growth was expected to continue over another decade or more. PD was overwhelmed, seeing its numbers jump sharply but operating as if RR was still the sleepy suburb that it was the prior 20 years. The management study and its recommendations foreshadowed a remarkable period of growth in personnel and resources over the next decade. I’m not saying that study made those changes happen, but it did provide a path forward for a city that had no prior experience with the kind of growth we’ve been seeing ever since.

Rick White has run the Round Rock Police Department’s Planning and Policy Section for 23 years. In that role, he manages a variety of research projects as well as budget, strategic planning, policy development, and police accreditation. Before coming to Round Rock, Rick worked was a journalist, as well as in agricultural policy and workforce development. He has a master’s in public administration from the University of Tennessee, a bachelor’s degree in journalism from the University of Oklahoma, and he is a 2021 graduate of the Law Enforcement Management Institute of Texas’ Leadership Command College.
