Boards and Commissions

The Round Rock City Council creates boards and commissions for various issues. The Council reviews the memberships of boards and commissions each year and makes appointments to them annually. Boards and commissions are created and dissolved as needed.

Terms and Appointments

Terms on city boards and commissions are two (2) years and terms are staggered on each board or commission. No member of a board or commission may serve more than 8 consecutive years on any one board or commission.  Appointments for expiring terms are done at the first City Council meeting in August of each year and new members take seats and begin attending meetings with the first meeting that occurs after September 1.

Appointments are also done as needed when vacancies occur. Vacancies are created when someone moves out of the city limits of Round Rock, misses three consecutive meetings, or resigns for any reason before their term is up.  Current board and commission members and their term lengths and expiration dates are available on Round Rock Replay as are the agendas and minutes from current and past meetings.

  • All applicants must have lived inside the city limits for the last 12 consecutive months and be registered voters in the City of Round Rock.

  • To verify that you are a registered voter in the City of Round Rock, please visit the Williamson County Elections website or the Travis County Elections website.
  • Any interested party must complete the required board and commission application; and applications are only accepted during the annual application window or when there are vacancies to be filled.

Applications for annual board and commission appointments are only accepted June 1 until July 1 of each year. Appointments will be done at the first or second City Council meeting in August, and newly appointed members begin their term on September 1.  [Current sitting board and commission members with expiring terms must re-apply in order to be considered].

Below are descriptions of each board or commission and their duties:

Transportation and Economic Development Corporation (Type B) Boards of Directors

  • Seven-member board that serve staggered two-year terms that meets on the 4th Thursday of every month.
  • Five of the directors must not be City employees, officers of the City or a member of the City Council and must be residents of the City of Round Rock.  No member may serve more than a total of 8 years.
  • Promotes economic development within the City.
  • Approves economic development agreements that use Type B funds.
  • Develops, reviews, and updates the City’s Transportation Capital Improvement Program to ensure the plan meets the community’s transportation needs.
  • Reports to the City Council each year no later than March 1.
  • The President, Vice-President, and Secretary of the board are appointed by the Mayor from among the Board members and approved by the City Council.  Each officer serves a term of one year.

Planning and Zoning Commission

    • Nine-member commission that serve staggered two-year terms that meets on the 1st and 3rd Wednesday of every month.
    • No member may serve more than a total of 8 years.
    • Acts as an advisory body to the Council.
    • Recommends to the Council for its action an official zoning map and amendments to the map.
    • Reviews and makes recommendations regarding the zoning ordinance, applications for original, rezoning, Planned Unit Development and Historic Overlay District designations
    • Performs such other functions as may be duly delegated to them from time to time by the City Council.

Capital Improvements Advisory Committee

  • The Capital Improvements Advisory Commission (CIAC) serves in advisory capacity to the City Council regarding long-term growth issues.  The CIAC advises and assists the Council in adopting land use assumptions reviews the Capital Improvements Plan, and monitors its implementation.  The Committee also reviews impact fees, which developers pay to cover the costs of this infrastructure.
  • The CIAC meets twice a year, usually prior to a regular Planning & Zoning Commission meeting. 
  • All regular members of the Planning & Zoning Commission (P&Z) serve on the CIAC, and additional ad hoc members may be appointed by the City Council.

Historic Preservation Commission

  • Seven-member commission that serve staggered two-year terms that meets on the 3rd Tuesday of every month.
  • No member may serve more than a total of 8 years.
  • Members should have knowledge or demonstrated interest in preservation related fields such as architecture, history, archaeology, planning, urban or community design and knowledge and interest in historic preservation.
  • Renders decisions on applications for Certificates of Appropriateness.
  • Recommends designation of specified areas of the City as Historic Districts or Landmarks.
  • Reviews applications and makes recommendations for action to the City Council regarding partial tax exemptions for historic sites.
  • Under the certified local government (CLG) agreement with the Texas Historical Commission, administers the requirement of the CLG programs as promulgated by the National Park Service.

Zoning Board of Adjustment

  • Seven-member board (five regular members and two alternate members) that serve staggered two-year terms and only meets on an as needed basis.
  • No member may serve more than a total of 8 years.
  • Members also serve on the Building Standards Commission.
  • Hears and decides an appeal that alleges error in an order, requirement, decision, or determination made by an administrative official regarding the zoning ordinance.
  • Hears and decides special exceptions to the terms of the zoning ordinance.
  • Authorizes, in specific cases, a variance from the terms of the zoning ordinance if the variance is not contrary to the public interest and, due to special conditions, a literal enforcement of the zoning ordinance would result in unnecessary hardship, so the spirit of the zoning ordinance is observed and substantial justice is done.
  • The ZBA is a quasi-judicial board. Decisions of the ZBA are final and require no action by the City Council.

Building Standards Commission

  • All sitting members of the Zoning Board of Adjustment also serve as members of the Building Standards Commission and meet on an as-needed basis.
  • Hears and determines cases concerning alleged violations of ordinances.
  • Hears appeals and renders decisions upon rulings and refusals of ruling by the Building Official concerning requests for a modification or a variation from the provisions of the building regulations chapter that have been made.
  • Hears appeals whenever the Building Official rejects or refuses to approve the mode or manner of work proposed to be followed or materials to be used in the proposed construction, or when it is claimed that the provisions of the Code do not apply; or that any equally good or more desirable form of installation can be employed in any specific case, or when it is claimed that the true intent and meaning of the Code or regulations have been misconstrued or wrongly interpreted.
  • Addresses and determines whether or not conditions exist which render a building or structure unsafe under the provisions of the Code of Ordinances.
  • Determines if the building or structure should be demolished in order to protect the public health, safety and welfare.

Ethics Review Commission

  • Seven-member board that serve staggered two-year terms that meets only on an as needed basis.
  • No member may serve more than a total of 8 years.
  • Meets as needed concerning possible violations of the Ethics Ordinance, but also at least once each year to review the Ethics Ordinance and make recommendations, if any, to the Council for amendments.
  • Renders advisory opinions on potential conflicts of interest or violation at the request of an individual, a city official, employee, board or commission member.
  • Considers possible violations of the Ethics Ordinance by complaint or on its own initiative.

Charter Review Commission

  • Seven-member board that convenes every four years to review the City Charter and if necessary recommends changes to the City Council.
  • New members are appointed by the City Council before the commission convenes every four years and applications are NOT accepted for this commission.
  • The commission meets as many times as needed in reviewing the Charter for up to a maximum of 6 months.
  • Reviews every section of the Charter and listens to staff recommendations on amendments that may be needed to the City Charter.
  • Holds public hearings to receive citizen input on changes to the Charter.
  • Provides a final report to the City Council that included any recommended changes from the Commission.
  • Any recommendations made by the commission must be approved by the City Council and then taken to voters for final approval before any can take affect.

Civil Service Commission

  • Three-member board that serves 3 year terms and only meets on an as needed basis.
  • Members are appointed by the City Manager and simply confirmed by the City Council.
  • This commission is established and mandated by Ch. 143 of the Texas Local Government Code because the Round Rock Fire Department is Civil Service.
  • The Commission investigates and reports on all matters relating to the enforcement of Ch. 143, adopts rules that prescribe cause for removal or suspension of firefighters, in addition to other rules under Ch. 143.
  • They also determine if the Chapter and rules are being followed by firefighters and hear appeals by firefighters on discipline actions.
  • The Commission is also responsible for entrance and promotional exams and determine what questions will be included on exams as well as posting promotion lists.

Round Rock Housing Authority Board of Commissioners

  • Five-member board that serves 2 year staggered terms and meets once a month.
  • This board is not a function of the City of Round Rock.
  • The Mayor makes the appointments to this board per state law.
