
The Round Rock City Council creates Boards and Commissions for various issues. Below are the current appointed Boards and Commissions. The Council reviews the Boards and Commissions each year and creates and dissolves them as needed.

Planning and Zoning Commission
- Nine-member board that serves a two-year term.
- Act as an advisory body to the Council.
- Recommends to the Council for its action an official zoning map and amendments to the map.
- Studies plat and plans of proposed subdivisions and ensures that all plats and plans conform to the City subdivision and development ordinance.
- Prepares and modifies the General Plan for the City Council adoption and recommends amendments to the Council regarding the General Plan.
- Reviews and makes recommendations regarding the zoning ordinance, applications for original, rezoning, Planned Unit Development and Historic Overlay District designations
- Performs such other functions as may be duly delegated to them from time to time by the City Council.
Zoning Board of Adjustment
- Nine-member board that requires five regular members and four alternate members that serves a two-year term.
- Hears and decides an appeal that alleges error in an order, requirement, decision, or determination made by an administrative official regarding the zoning ordinance.
- Hears and decides special exceptions to the terms of the zoning ordinance.
- Authorizes in specific cases a variance from the terms of the zoning ordinance if the variance is not contrary to the public interest and, due to special conditions, a literal enforcement of the zoning ordinance would result in unnecessary hardship, so the spirit of the zoning ordinance is observed and substantial justice is done.
Historic Preservation Commission
- Five-member board that serves a two-year term.
- Have knowledge or demonstrated interest in preservation related fields such as architecture, history, archaeology, planning, urban or community design and knowledge and interest in historic preservation.
- Renders decisions on applications for Certificates of Appropriateness.
- Recommends designation of specified areas of the City as Historic Districts or Landmarks.
- Reviews applications and makes recommendations for action to the City Council regarding partial tax exemptions for historic sites.
- Under the certified local government (CLG) agreement with the Texas Historical Commission, administers the requirement of the CLG programs as promulgated by the National Park Service.
Community Development Advisory Commission
- Seven-member board that serves a two year term
- When possible and practicable, members of the commission should reside in low-to moderate income census block groups, or represent low-to-moderate income individuals or organizations or have an interest in low-to-moderate income issues.
- Assists the City Council in identifying housing and community development needs.
- Identifies priorities relating to community development needs and suggests the amount of federal, state, and local funds to be allocated to such needs.
- Proposes activities and projects to address priority needs.
- Seeks funding sources to expand services, which benefit the entire community.
- Recommends allocations of Community Development Block Grant Program, HOME Program, Housing Opportunities of Persons with AIDS, and Emergency Shelter Grant Program funds including program income and funds unspent and not obligated from previous program years.
- Reviews and recommends Five Year Consolidated Plans, One Year Action Plans, and subsequent amendments to the plans.
Round Rock Housing Authority
- Five-member board that serves a two-year term.
- Sets policy according to the U.S. Department of Urban and Development (HUD) and governs the federally subsidized housing units in Round Rock.
Building Standards Commission
- Five-member commission that serves a two-year term.
- Members should have experience or expertise in the building trade.
- Hears and determines cases concerning alleged violations of ordinances.
- Hears appeals and renders decisions upon rulings and refusals of ruling by the Building Official concerning requests for a modification or a variation from the provisions of the building regulations chapter that have been made.
- Hears appeals whenever the Building Official rejects or refuses to approve the mode or manner of work proposed to be followed or materials to be used in the proposed construction, or when it is claimed that the provisions of the Code do not apply; or that any equally good or more desirable form of installation can be employed in any specific case, or when it is claimed that the true intent and meaning of the Code or regulations have been misconstrued or wrongly interpreted.
- Addresses and determines whether or not conditions exist which render a building or structure unsafe under the provisions of the Code.
- Determines if the building or structure should be demolished in order to protect the public health, safety and welfare.
Tourism Commission
- Seven-member commission that serves a two-year term.
- Present annual funding recommendations to the City Council.
- Review the tourism plan and advise the City Council of the need to update or revise the tourism plan.
- Acts in an advisory capacity and has no authority to obligate the City in any financial way nor have the authority to make expenditures of City funds.
- Shall be a representative of the following:
one representative of the Dell Diamond/Heritage Center; two representatives of the hotel industry (1 representing a large-size hotel of 250 rooms or more, and 1 representing a small-size hotel of 250 rooms or less); two representatives of the local tourism-related business; one representative of the arts community; and one representative of the Round Rock Higher Education Center.
Ethics Review Commission
- Seven-member board that serves a two-year term.
- Meets at least once each year to review the Ethics Ordinance and make recommendations, if any, to the Council for amendments.
- Renders advisory opinions on potential conflicts of interest or violation at the request of an individual, a city official, employee, board or commission member.
Considers possible violations of the Ethics Ordinance by complaint or on its own initiative.
